Legislative Tracking Software Pricing: Every Vendor Compared (2026)

Here is a fact about the legislative tracking industry: most vendors will not tell you what their product costs until you have sat through a sales call. Of the thirteen tools on this page, only four publish their prices.
This page is the table we wanted to find when we researched this market. Published prices where they exist, disclosed public-record figures where they do not, and a plain "not available" where even public records are silent. Every number is sourced and dated.
Why it matters: you cannot budget against a mystery. This table will not tell you your exact quote, but it will tell you which conversations are worth your time.

Reading the table: "not available" means we found no published pricing and no disclosed public contracts to report. It does not mean the product is bad. It means you cannot know the cost without a sales process.
What the pattern tells you
The published-price tier is real software at real prices. OmniLegislation, BillTrack50, Plural, and Roboro span $59 to $420 per month at published list prices. These are self-serve products built to be evaluated without a salesperson.
Half the published-price club is AI-native. Two of the four (OmniLegislation and Roboro) are new-generation AI companies. Transparent pricing is becoming a generational marker in this market, not a coincidence.
The quote-only tier starts around 10x higher. Where public records exist (FiscalNote, Quorum), the observable floor is roughly $12,000 to $18,000 per year, and typical awards run well above the entire annual cost of any published-price tool.
The gap is the bundle. Quote-only platforms bundle advocacy, CRM, analyst services, and international coverage. If you use all of it, the price can be rational. If you need legislative and regulatory intelligence, you are paying for the rest of the bundle anyway.
How to use this page
- Decide what you actually need: intelligence only, or intelligence plus advocacy and CRM.
- If intelligence only, evaluate the published-price tier first. Total cost of the most expensive option here is known in advance.
- If you need the bundle, get quotes from at least two quote-only vendors and ask each what the tracking-only configuration costs. The answers are informative.
- Whatever you choose, ask about renewal pricing in writing. Quote-only pricing can move at renewal; published pricing moves in public.

Public-record figures come from USAspending.gov federal award data (253 disclosed FiscalNote awards; 6 disclosed Quorum Analytics awards) retrieved August 2026, with direct award links preserved. Where we state "not available," we searched vendor sites and federal procurement records and found no reportable figure.
