Wildlife And PFAS Bills Advance, CMS Opens Privacy Records

California advanced bills on wildlife conservation authority and pesticide reporting, Iowa's environmental regulators filed a batch of adopted rulemakings, and federal health regulators opened a new privacy records system for a nursing home staffing program. Agencies and courts entered 177 items into the record on the collection day, a volume close to what recent weekdays bring.

• California Endangered Species Act: take prohibition: self-defense. (AB1722), California. This is a framework bill expressing the Legislature's intent to act later on wildlife matters; it contains no substantive provisions itself but touches on the Fish and Game Commission's authority and the Department of Fish and Wildlife's jurisdiction over conservation of fish, wildlife, native plants and habitats. Status: Engrossed (passed one chamber). The last recorded action was Senate amendments concurred in, with the bill sent to Engrossing and Enrolling.

• Perfluoroalkyl and polyfluoroalkyl substances (PFAS): Department of Pesticide Regulation. (AB1603), California. The bill would require the Department of Pesticide Regulation to post its quarterly chlorpyrifos usage reports on its website, adding public access to data on granular chlorpyrifos use by location and exposure monitoring the department already sends to legislative committees and the Surgeon General's office. Status: Engrossed, having passed one chamber; it was read a second time and ordered to third reading, and awaits action in the other chamber.

• Multiple Environmental Protection Commission Rulemakings (ARC 0477D-0494D), Iowa. Iowa's Environmental Protection Commission published 18 rulemakings consolidating solid waste management rules, adopting new financial and operating requirements for regional collection centers and satellite facilities, and updating underground storage tank provisions. Most were adopted and filed and take effect September 23, 2026; one item, on air emissions amendments, remains in a notice of intended action with a public hearing and comment window set for September 21, 2026.

• Privacy Act; Systems of Records - Nurses for Nursing Homes Program (NNHP), federal. The Centers for Medicare & Medicaid Services established a new Privacy Act system of records, designation 09-70-0545, to manage information on applicants, participants, and supporters of its Nurses for Nursing Homes Program, published in the Federal Register on August 20. Status: adopted. National coverage of data privacy law ran about three times its trailing pace; this filing touches on that subject.

• Formal Complaint Against Fire Farm, LLC dba Crave Cannabis, Michigan. Michigan's Cannabis Regulatory Agency filed a formal complaint against Fire Farm, LLC dba Crave Cannabis, holder of License No. AU-R-000656, alleging that three individuals removed Metrc-tagged marijuana packages from the licensed premises without an observed receipt or payment. The agency intends to seek fines or other sanctions, which may include suspension, revocation, restriction, or refusal to renew the license. Status: adopted.
