California Sends Labor and Pesticide Bills to Governor, DEA Schedules Anesthetic

California moved bills on state labor staffing and pesticide reporting to the governor's desk, Rhode Island opened comment on a Medicaid rule, and the DEA placed a new surgical anesthetic under federal control. Across the collection day, 194 items entered the record, 119 of them federal and 75 spread across 18 states.

The bill establishes an apprenticeship pilot program inside the Department of Industrial Relations to address staffing vacancies exceeding 25 percent and investigative backlogs, requiring DIR and the Department of Human Resources to partner with employee bargaining units on program design while keeping merit-based selection standards. Status is enrolled, having passed both chambers; it now awaits the governor.

• Perfluoroalkyl and polyfluoroalkyl substances (PFAS): Department of Pesticide Regulation. (AB1603), California. The bill requires the Department of Pesticide Regulation to post its quarterly chlorpyrifos reports on its public website, covering usage by location, year-over-year changes, and dermal and inhalation exposure monitoring data that previously went only to legislative committees and the Surgeon General's office. Status is enrolled, passed both chambers; it now awaits the governor.

• Schedules of Controlled Substances: Placement of Cipepofol in Schedule IV, federal. The DEA issued an interim final rule placing cipepofol, branded Cypsedo and FDA-approved for induction of general anesthesia in adults undergoing surgery, into Schedule IV of the Controlled Substances Act. Status is adopted.

• Medicaid for Elders and Adults with Disabilities: Community Medicaid, Rhode Island. The Executive Office of Health and Human Services proposed amendments to Community Medicaid regulations covering elderly and disabled populations, with a public comment period running from August 26 to September 25; the summary notes the proposed rule also shows a termination notation in the regulatory tracker. Status is proposed.

• Ionizing Radiation Rules Governing the Use of Radiation Machines - Part 5. Operators Qualifications, Michigan. MIOSHA approved a Notice of Public Hearing on proposed amendments to operator qualification requirements for radiation machines under the Administrative Code. Status is a hearing notice.
