• Cannabis Administration and Opportunity Act (SB5022) (US). This federal bill would decriminalize and deschedule cannabis, provide for expungement of certain cannabis convictions, and establish reinvestment programs for people affected by drug prohibition enforcement. Status: Introduced; the bill was read twice and referred to the Committee on Finance, and next awaits committee or floor action in the chamber of origin.

• Florida Dept. of Revenue Proposed Rules - September 29, 2026 Cabinet Meeting (Florida). The Florida Department of Revenue announced it will ask the Cabinet on September 29 to approve publishing notices of proposed rules and holding hearings covering informal protests and appeals, refunds, sales and use tax, fuel tax, corporate income tax, estate tax repeal, property appraisal certification, and child support programs, plus final adoption requests for certain 2025 legislative changes. Status: hearing notice; the next step is the September 29 Cabinet meeting where approval will be requested.

• Regulations (New York). New York's Department of State adopted amendments to Title 9 NYCRR governing the state's Rural Rental Assistance Program, clarifying that the Housing Trust Fund Corporation may administer program funds, expanding eligibility to properties previously financed through federal RD 515 programs, allowing surplus program funds to cover administrative expenses, and modernizing notice-of-funding-availability procedures. Status: adoption, the primary action among three regulatory notices published on September 16; no further next step is specified. The amendments apply to the Housing Trust Fund Corporation and to rural rental properties previously or currently financed through federal RD 515 programs.
