California enacted a law on PFAS chemicals in pesticides, putting new tracking duties on its pesticide regulator, while a New Jersey bill on PFAS in drinking water entered the record at introduction. A federal bill directing a domestic-manufacturing feasibility study also cleared one chamber. Court opinions entered the record at 271 across all jurisdictions, roughly three times the trailing weekday average.

Why it matters: California's Department of Pesticide Regulation must build new PFAS identification and reporting into its own database, and federal court opinions entered the record at 224 against a typical weekday average of about 51.

What moved

  • Perfluoroalkyl and polyfluoroalkyl substances (PFAS): Department of Pesticide Regulation. (AB1603), California. The law requires the Department of Pesticide Regulation to identify and track PFAS pesticide ingredients in its database, publish a list of registered pesticides containing PFAS, submit that list to county commissioners, and report annually on PFAS pesticide use trends, with identification in the reporting database required by January 1, 2028. Status is Passed (enacted); the bill was chaptered by the Secretary of State.

  • Requires DEP to perform certain assessments concerning regulation of perfluoroalkyl and polyfluoroalkyl substances. (S3835), New Jersey. The bill requires the Department of Environmental Protection to assess unregulated PFAS compounds in drinking water every five years, evaluate whether current standards protect children's health, and report findings to the Governor, Legislature, and the public. Status is Introduced; it awaits committee or floor action in the chamber of origin.

  • Critical Infrastructure Manufacturing Feasibility Act (HB1721), US. The bill directs the Secretary of Commerce to study the feasibility of domestically manufacturing critical infrastructure products now imported because of supply chain constraints, covering 16 critical infrastructure sectors, with findings and recommendations due to Congress within 18 months. Status is Engrossed (passed one chamber); it awaits action in the other chamber.

  • Notice of Proposed Rule - 12C-1.051 - The purpose of the proposed amendments to Rule 12C-1.051, F.A.C. (Forms), is to update the annual forms; to adopt, by reference, revisions to forms F-1120, Flor, Florida. The Department of Revenue proposes amendments adopting revised corporate income tax forms F-1120, F-1120A, F-1120N, and F-2220 for tax years beginning on or after January 1, 2026, and updating the Internal Revenue Code effective date from 2025 to 2026, incorporating some One Big Beautiful Bill Act provisions while excluding others. National coverage of State income and sales tax changes ran about twice its trailing pace on September 30; this proposed rule on corporate income tax forms and a Florida proposed rule amending six sales and use tax rules, covering changes such as replacing "commercial motor vehicle" with "qualified motor vehicle" and excluding certain gold and silver coins from sales tax, are the day's state filings on that subject.

By the numbers

  • Court opinions entered the record at 271 across all jurisdictions, about three times the trailing 30 day weekday average of 86; the last day with as many was September 24.
  • Federal opinions alone reached 224 against a weekday average of about 51, more than four times the usual pace; the highest single-day count since tracking began, 409, came May 18 (data load day).
  • Florida logged 56 regulations, its busiest day since September 9, against a trailing weekday average of about 33; all 56 of Florida's items were regulations, with no bills or opinions.
  • Wisconsin added 24 regulations, about six times its trailing weekday average of about 4; the state's highest single-day count since tracking began, 378, came September 3 (data load day).
  • In total, 450 items entered the record: 231 federal and 219 across 17 states.

Methodology

"Collected" means the pipeline collection date, not the source date. Counts are deduplicated processed records from OmniLegislation's own pipeline, and item descriptions come from the pipeline's own summaries of each record. Baselines are trailing 30 day daily averages for the same kind of day, weekend days against weekend days and weekdays against weekdays, excluding known bulk-load days; highest single-day counts are measured since tracking began on April 5, 2026, and include load days, which are labelled. Bill actions cover tracked bills only. This report covers September 30, 2026. Bill records originate from LegiScan; court opinions from CourtListener, a Free Law Project service; federal regulations from the Federal Register.
