October 1 Shows Zero Processed Records Despite Pipeline Activity
By OmniLegislation Data Desk
Published October 2, 2026
The pipeline's own sweeps detected activity for October 1, but zero bills, regulations, court opinions, or executive orders were processed into that day's record. Raw intake logged 445 unique items for the date, yet the processed count landed at zero, a collection gap rather than an absence of legislative or court activity to track.
Why it matters: With zero items processed, anyone tracking federal regulations, opinions, or bills has no new filings to review from this date, even though sweep logs recorded bill and opinion activity that did not complete processing.
What moved
No individual bills, regulations, or court opinions were processed into the record for October 1. The legislative sweep identified 72 new bills across jurisdictions for that date, including 44 in federal tracking, 20 in Pennsylvania, 4 in Michigan, and 4 in Ohio, but none of these were processed into the collected count for any jurisdiction. The court opinion sweep likewise recorded 19,108 new opinions for the date, with zero processed. This is a gap in processing that day, not a statement about what state legislatures or courts did or did not do.
By the numbers
- Federal regulations: zero processed, against a trailing weekday average of about 78.
- Federal court opinions: zero processed, against a trailing weekday average of about 62.
- Federal bills: zero processed, against a trailing weekday average of about 2; federal executive orders average about one on a weekday and also processed zero.
- Florida's regulation pipeline averages about 36 on a weekday, Ohio's about 14, Alaska's about 20, and California's court opinions about 19; all four processed zero for this date as well.
- The pipeline's own logs for October 1 show 445 unique items detected, 72 new bills found by the legislative sweep, and 19,108 new opinions found by the court opinion sweep, none of which were processed by day's end.
Bill actions
Among tracked bills, New Jersey logged action on 2 bills, both carrying a current status of Introduced. An example action was "Referred to Senate Budget and Appropriations Committee."

Methodology
"Collected" and "processed" refer to the pipeline's own completion of a record, not the date a bill was filed or an opinion was issued. Counts are deduplicated processed records from OmniLegislation's own pipeline. Where sweep logs are cited, they describe raw detection by the legislative and court opinion sweeps, separate from the processed count. Baselines are trailing 30 day daily averages for the same kind of day (weekdays against weekdays) that exclude known data-load days; the highest single-day counts since tracking began on April 5, 2026 include load days, which are labelled. Bill actions cover tracked bills only. This report covers October 1, 2026. Bill records originate from LegiScan; court opinions from CourtListener, a Free Law Project service; federal regulations from the Federal Register.
