Pennsylvania Advances PFAS Firefighting Limits, Florida's Register Surges

A bill limiting PFAS in firefighting foam advanced in Pennsylvania, and Ohio finalized sulfur dioxide limits for two named Summit County facilities, while Florida's regulatory register carried 138 items, more than three times its typical weekday pace.

What moved

Status: Engrossed, having passed one chamber; it now awaits the other chamber.

  • Notice of Proposed Rule - 62-555.322 - The proposed amendments adopt the revisions to 40 CFR Subpart I made by the Lead and Copper Rule Revisions (LCRI) promulgated by the U.S. Environmental Protecti, Florida. The Department of Environmental Protection entered a Notice of Proposed Rule to adopt the EPA's Lead and Copper Rule Revisions into state drinking-water regulation.   • 3745-18-83 Summit county emission limits, Ohio. The rule sets sulfur dioxide emission limits for fossil fuel-fired steam generating units and process equipment in Summit County, with facility-specific limits for Cargill, Incorporated - Salt Division and Huntsman Advanced Materials Americas, LLC. It is a final amendment filed October 2, effective October 22.

  • 5160-1-05.3 Payment for "Medicare Part B" cost sharing, Ohio. The rule, effective October 2, 2026, governs how the Ohio Department of Medicaid reimburses Medicare Part B cost sharing for dual-eligible beneficiaries, covering providers billing crossover claims. A companion rule, 5160-1-29 Medicaid fraud, waste, and abuse, published October 2, 2026, revises the framework the department uses to detect and address provider and recipient fraud, waste and abuse, updating definitions and establishing a reporting mechanism through state websites.
