A New Jersey bill limiting PFAS in menstrual products, a federal bill proposing a VA study of cannabis for veterans with chronic pain and PTSD, and a Florida tax-rule hearing notice entered the record on October 7. Against that backdrop, Virginia's agencies and courts combined posted 86 items, running about five times the state's trailing weekday average of 16.

Why it matters: Reviewers tracking Virginia's agencies and courts have 86 filings from a single day to work through, well above the roughly 16 a weekday normally brings.

What moved

  • Limits perfluoroalkyl and polyfluoroalkyl substances in menstrual products. (S2266), New Jersey. The bill would prohibit manufacturers from selling, distributing, or offering menstrual products containing intentionally added PFAS in the state, and directs the Department of Environmental Protection to create approved testing procedures; violations would be treated as unlawful practices under the state's consumer protection law, with the act taking effect 25 months after enactment. Status: Introduced, referred to the Senate Budget and Appropriations Committee; it awaits committee or floor action in the chamber of origin.

  • VA Medicinal Cannabis Research Act of 2026 (HB10655), federal. The bill directs the Secretary of Veterans Affairs to conduct an 18-month observational study, and potential FDA-approved clinical trials if feasibility criteria are met, on cannabis effects for veterans with chronic pain and post-traumatic stress disorder, covering outcomes such as pain reduction, medication use, sleep quality, and mental health. Status: Introduced, referred to the House Committee on Veterans' Affairs; it awaits committee or floor action.

  • Florida Dept. of Revenue Proposed Rules, General Tax, Florida. The Florida Department of Revenue announced a hearing notice covering more than 50 affected rules and public-use forms across tax chapters including informal protest procedures, compromise and settlement, refunds, multitax credits, sales and use tax, fuel tax, insurance premium tax, and corporate income tax. A hearing is scheduled for October 21 only if a written request is submitted to the department by the stated deadline; otherwise none will be held.

  • Veterinary Medicine, General Rules, Michigan. The Department of Licensing and Regulatory Affairs, Bureau of Professional Licensing, announced approval of draft rules covering R 338.4901 through R 338.4933 governing veterinary medicine; the Administrative Rules Division approved the draft rules on January 14, 2026, and the document was published October 6. Status: adopted; an effective date is pending.

By the numbers

  • Federal regulations entering the record totaled 75, close to the federal weekday average of about 71. Federal court opinions totaled 85, more than one and a half times the federal weekday average of about 53. All federal records combined, 162, ran above the federal weekday average of about 127.
  • States combined contributed 217 items across 16 states.
  • Virginia's 86 items (85 regulations, 1 court opinion) ran about five times its trailing weekday average of 16. The last day Virginia reached this count was September 3, a data-load day, and Virginia's highest single-day count since tracking began, 751, also falls on September 3, a data-load day.
  • California's courts logged 33 opinions against a trailing weekday average of about 15, roughly twice the pace; the last comparable day was September 23, which is not a data-load day. California's highest count since tracking began, 195, falls on May 18, a data-load day.
  • Florida added 49 regulations, close to its weekday average of about 41.

Methodology

"Collected" means the date OmniLegislation's pipeline processed each record, not the date it was originally filed or issued; counts are deduplicated processed records from OmniLegislation's own pipeline. Item descriptions come from the pipeline's own summaries of each record. Baselines are trailing 30 day daily averages for the same kind of day, weekdays against weekdays, excluding known data-load days; the highest single-day counts are measured since tracking began on April 5, 2026, and include load days, labelled where they occur. Bill actions cover tracked bills only. This report covers October 7, 2026. Bill records originate from LegiScan; court opinions from CourtListener, a Free Law Project service; federal regulations from the Federal Register.
