Nurse Anesthetist Licensure, PFAS Testing, Pennsylvania Filings Busiest Since September 19

New Jersey introduced a bill setting drinking-water limits for five PFAS chemicals, Pennsylvania's nursing board finalized rules for certified registered nurse anesthetists, and Illinois announced temporary penalty relief for on-road dyed diesel fuel used in farming. Pennsylvania's agencies also filed 37 regulations on October 10, the most since September 19.

Why it matters: New Jersey's Department of Environmental Protection, Pennsylvania's barber and nursing licensees, and Illinois farmers using on-road dyed diesel all have new filings from the collection day to review against their own compliance calendars.

What moved

  • Requires DEP to establish maximum contaminant level for certain perfluoroalkyl and polyfluoroalkyl substances in drinking water and establish private well testing program. (S4468), New Jersey. The bill requires the Department of Environmental Protection to set maximum contaminant levels for five PFAS substances in drinking water no later than April 26, 2029, and to create a Private Well Testing Program and assistance fund for private well owners. Status is Introduced; it was referred to the Senate Budget and Appropriations Committee and awaits committee or floor action.

  • Certified registered nurse anesthetists and fees, Pennsylvania. The State Board of Nursing published final-form rulemaking implementing Act 60 of 2021, establishing certification requirements, practice standards, continuing education, and fee schedules for certified registered nurse anesthetists, while deleting a prior anesthesia provision one year after publication so existing practitioners can obtain certification.

  • Licensure by endorsement, Pennsylvania. The State Board of Barber Examiners' final-form regulations, effective October 10, let barbers and barber-teachers licensed in another jurisdiction obtain Pennsylvania licenses if they hold a current license in good standing, meet training-hour and competency requirements, and have no disciplinary history.

  • Temporary Penalty Relief: On-Road Dyed Diesel Use for Farming and Agriculture, Illinois. The Department of Revenue, coordinating with the Illinois State Police, announced temporary penalty relief that will suspend penalties for certain on-road uses of dyed diesel fuel for farming and agricultural purposes from October 6 through December 31. The status is adopted.

  • Project-Level Predecisional Administrative Review Process, federal. The U.S. Department of Agriculture adopted a final rule amending how the public may file objections to proposed projects and activities under land management plans on national forests and grasslands, consolidating and streamlining the review process.
