Ohio amended firefighter certification requirements, Illinois issued guidance that will reclassify some hemp products as cannabis, and Pennsylvania logged 37 regulations, its highest count since October 10.

Why it matters: Ohio firefighter certificate applicants, Illinois hemp retailers and licensed cannabis dispensaries, and anyone tracking Pennsylvania's regulatory filings have new material to review from the collection day, and Pennsylvania's 37 regulations is one more state to recheck this week.

What moved

  • Guidance on Hemp Product Changes Effective November 12, 2026 (Illinois): The Illinois Department of Revenue issued guidance that will reclassify consumable or topical hemp products containing more than 0.4 milligrams of total THC per container as cannabis, sellable only through licensed cannabis dispensaries under the Cannabis Regulation and Tax Act. Unlicensed businesses may still sell only products meeting the "final consumer hemp cannabinoid product" definition, with new testing, labeling and packaging requirements. Status: adopted, effective November 12, 2026. Applicability: hemp retailers, licensed cannabis dispensaries and any business selling consumable or topical hemp products in Illinois.

  • Proposed notice regarding the use of generative artificial intelligence by all court filers and certification of compliance (Pennsylvania): Pennsylvania's Supreme Court Advisory Committee on Artificial Intelligence published a proposed notice warning that generative AI tools can produce inaccurate or fabricated legal citations, and would require all court filers to verify AI-generated content before submission and certify compliance. Status: proposed, with the committee soliciting public comments. Applicability: all filers in Pennsylvania's courts; the notice states noncompliance may bring sanctions including reprimand, dismissal, or orders to pay costs and attorneys' fees.

  • 4765-20-02 Qualifications for a firefighter certificate (Ohio): The State Board of Emergency Medical, Fire, and Transportation Services amended qualifications for volunteer firefighter, Firefighter I and Firefighter II certificates. The rule extends the application-submission deadline from 90 days to two years after course completion and sets criminal-history review and examination-order requirements. Status: amended and finalized, effective November 1, 2026. Applicability: volunteer firefighter, Firefighter I and Firefighter II certificate applicants in Ohio.

  • 5122-31-10 Safety. (Ohio): The Department of Behavioral Health revised safety requirements for recovery housing residences, covering fire safety equipment, written emergency evacuation plans, quarterly evacuation drills, and hazardous-substance storage. Status: revised, published October 22, 2026. Applicability: operators of recovery housing residences in Ohio, who must comply with state building standards, fire codes and posted evacuation plans.

Methodology

"Collected" means the date OmniLegislation's pipeline processed each record, not the date it was filed or decided. Counts are deduplicated processed records from OmniLegislation's own pipeline. Item descriptions come from the pipeline's own summaries of each record. Baselines are trailing 30 day daily averages for the same kind of day (weekend days against weekend days, weekdays against weekdays), excluding known bulk-load days; the highest single-day counts are measured since tracking began on April 5, 2026, and include load days, which are labelled. Bill actions cover tracked bills only. This report covers October 24, 2026. Bill records originate from LegiScan; court opinions from CourtListener, a Free Law Project service; federal regulations from the Federal Register.
